It seams a great shame you have been treated like that, As we all say it depends on what you want. But the hosting and server costs / webnames will cost you, but not a great deal.

As for web design, if you ar after a shop, and I would always recommend CubeCart 3 (Its free and does 99% of what most people need, stright out of the box), so it just comes down to design and settingup.

I don't do web deisgn, but have in the past done a few small sights for people. When I did, I billed at either £15.00 per hour for hourse worked, or fixed fee, normally worked out out 1 hour per page x £20.00 + 25%.

I would always as part of the design, teach my customers how do run their site themselves, so after I had finished they could do the rest of the work themselves.

As I said I don't do this any more, as things like CubeCart have made the job so easy, anyone can do it themselves.

Getting traffic, to your site, I have never found hard, but then I always "think out side the box" when it comes to advertising, and have a few ideas that I would happily share with you, that you could do that would give you a lot of good hits, and massive sales - if done right, with very little amountof money to spend.

If you need any help, send me a email? As I said I don't do web design, but I would should how easy it is, you don't need others to do it for you.

regards
