Hi Matthew,
I have hosting with HostGator and as part of my package, I think there is a auction section where you could set up for free, well just pay for the hosting anyway.
If you need any help just ask.

Theres many programs out there that can up your SEO and get you ranked high, you just have to find the better ones

Is there anything to know about setting up a website? Any laws etc to consider, or do you just get a host, domain name, upload the site and go? obviously a little harder than that, but you get the idea)

That's all there is to it.
Learning how to drive traffic to your site is the main thing, the rest is just a few clicks and such.
Some preach SEO, but there are many other ways to get traffic, many free or almost so.
Being #1 on Google is not the be all, end all some expect.
Forums, blogs, newsletters, article posts are all free ways to get visitors to your site. Zeroing in on niche sites and joining in helps sell your products.
You can also use PayPerClick ads to get traffic. I found this was best for me. Less costly than hours of SEO work and anxiety over never quite getting there.

erm, what ive also taken on board is the following.
laws in your country and any country you allow the sale or service into. such as food, drink, knife etc laws.
if you have site that is based on payments such as membership and fees, then you need to again look on the payment laws in your country and tradfing standards.

If you're holding any personal information then you should also consider the Data Protection Act. The act requires information moved outside the eu to be secure and I think also not accessible to anyone not subject to the act. I don't know if a US based server is consistent with this, at the least any transfer of personal information should be done with a https link.
