Paypal also offers people the ability to scam you when you are a seller.

People can raise issues with the goods such as they havent received them or the item is not as described and there are very few checks that paypal do before issuing a charge back - three of these can be raised in a year.

Edit: Hopefully paypal have closed the loophole on checking if the good have been signed for, as pointed out by DM.

Really they need to look at a way to police paypal effectively from both a buyer and seller point of view.

Edit: The 21 day rule - pointed out below will hopefully deter some people too.

When I first started out on Paypal scammers from China had a way of scamming people, It was to basically get you to send them money for the goods, they would say items still in customs, then in that meantime they would of drawn your money from there account into there bank and just flee from that paypal account and gone on to use one of their friends account, It is not so easy as that now because someone told me that paypal holds on to the money for 21days now is that true? Anyone correct me if I am wrong.

They'll hold on to your funds for 21 days if you're a 'dodgy' ebayer e.g. new account, negative feedback, low DSR etc...

If you don't send it recorded you'll loose any item not recieved dispute.
