The prices looked a little too good to be true and I guess I was right.

First off both contact numbers with Open Telecom International Ltd, Magrathea Telecommunications Limited. These are international numbers that redirect to other locations around the world. So no this guy is not based in the UK otherwise he would provide a normal UK providers phone number or even a land line.
