bcause it leaves no trace ... guy gives you fake name receives cash under fake id and money is gone ... no trace easy and clear also western union doesnt give any refunds etc

Sometimes just by looking at the website of the supplier, you can tell if they're legitimate or not although it also pays to give them the benefit of the doubt. Most reputable suppliers will invest in a great web site that looks professional, is easy to navigate and that has full product information. Some dubious suppliers will avoid spending money on this knowing that it will only last a few months until their scam is exposed. A great web site which has had time and money put into it should have:
Good branding such as logos and consistent use of company colors.
Professional looking product pictures (that dont look like they have just been copied from another site).
Good dimensions. The number one rule of web design is that the home page should never need for you to scroll down for any more than 2 pages of information.
No pornographic advertisements. Many free-to-use and free-to-host websites will use pornographic ads on the site to make up for the fact that it is free, some scammers will use these sites to save money.
Some websites also have the Verisign, PayPal or even BBB logo but if you try to click on them, they are merely images and do not link to those websites so you really have to be careful when checking out your supplier's website.
Note that a good web site, along with the other pointers listed above, cannot guarantee a reputable seller but it can certainly help determine the kind of supplier your are dealing with.
I have listed some other simple things that you can do to protect yourself when dealing with any supplier.
1. Run a whois check on the supplier's website to verify when it was created, who owns the domain, and where it was registered. It is safest to deal with suppliers who have been online for at least 2 years and if the country in the whois result matches the contact details on their website.
2. Do a Google search on the supplier and see what other people has to say about them.
3. Get all the supplier's contact details. Call the supplier's telephone numbers to ensure they are genuine.
4. Purchase a sample before bulk ordering to ensure that the item meets your
expectations.
5. Watch out for sellers asking you to "safeguard" your purchase by sending your money transfer in the name of a friend or loved one, or by establishing a "test question". These actions will not protect you from a fraudulent seller.
6. Low prices do not necessarily mean fraud, but radically low prices should warrant a closer look. If a price seems to good to be true, it probably is.
7. Always pay using a credit card or Paypal. These forms of payment are safe because they can be reversed if something goes wrong.
Finally, if it's branded goods you're after, don't look for a supplier in China no matter how tempting it could be
