Just to let you know, I used to have two PayPal Accounts but due to my address matching on both accounts they advised me to close one account due to fraudulent matters

For you to able sell using a PayPal account it must either be a business account or a premier account,

People with personal accounts can only send money,

Hope this helps.

I have 2 accounts at paypal, and I tried recently to send $15 from my seller account to my personal account , and it works. my personal account was able to receive the money without charge.

Sorry I should have made it clear, you can't really sell on eBay with a personal account. Isn't there a limit on what you can send and receive?
