Is this also for normal accounts or ebay stores that aren't yet power seller or only for power sellers?

All new accounts without the correct number of DSR's have their funds held.

so if a buyer leaves feedback stating 'thanks' that does not qualify for DSR? and therefore dosent count towards your 1 of 20 feedbacks because it wasn't detailed enought?

If your funds are being held and a buyer leaves a positive feedback, the funds will be released.
But I don't think they count to the DSR's.

sometimes people are too lazy to give you a feedback. you don't get the money? : s such a bad system.

You do get the money, but you have to wait 21 days.

So who benefits from the interest accrued while the money is held in a big pot somewhere for 21 days?

I don't think the seller does.
