Open the dispute. If you both agree not to complete the transaction ebay will refund you the Final Value fees. But I am not sure about the insertion fees.

You can open a 'buyer disagreed with terms' dispute and the transaction was not completed. You will get your FVF back once they have agreed.

Issue Paypal refund to the buyer and then open a "mutual agreement not to continue", wait the time limit and things are 100% back to norm....also block the bidder from bidding from your auctions in future as that really is a stupid mistake to make even with the confirmation stage that Ebay gives etc..

Was the item he wanted also being sold by you? If so, Why not just ship him that one?

I had a guy try a bid on an item last week who I had blocked. He asked why he was banned from bidding?

I reminded him two months earlier he was personally going to collect the item and pay £400 cash on a Saturday morning. I got up early, went to the warehouse, opened up, packed the order, brought it home, called hi and no answer. Tried many times to no avail.

I was doing him a favour and I was going away that day so the cash was handy

So he was blocked.

His reply, the classic 'oh I had personal problems'.

Thanks guys for your info,
To Beneddie no i don't have what they want unfortunatly
What worries me about giving the refund before opening dispute for none payment is they can prove they paid paypal the money and if they don't agree to close the dispute after 7 days i will look like a none performing seller in ebays eyes and loose my fee's
Think i will go with what greedyboy suggests and refund when they have agreed to end transaction
Thanks again
