The simple thing is do not panic, Ebay send the blanket email to all recent buyers as they have no way of determining which are the legit listings and which are not and they have to act quickly to prevent any further issues happening.
Once the accounts security has been returned then you can start to address the issues and resurrect what you can, as far as Paypal goes the disputes are a standard thing in this situation and again once the security issues are resolved then they can very easily be resolved. I am sure in the same situation a dispute would be resolved by yourself, I know I would.
Its not all plain sailing in business especially when you are relying on a third party to control your selling venue but the benefits that Ebay can give mean that these little set backs once solved can be forgotten about.

Wrong, yes they do. Comments like that in a thread made by a user that is obviously concerned about the affects on their business serve no real purpose, the removal of negatives in an account hijack situation is standard. If you want clarity either take my word for it, read the Ebay TOS or contact live help.
Main point is it can be rectified...
