We'll be posting a reminder on the Announcement Board today that PayPal is now required to be offered on all listings (except in Motors).
As I write, PayPal is already offered on 97% of UK listings, so this change will affect the 3% who don't already offer it.
We're doing this so that all UK buyers can have the option of protection on every item that they buy on eBay UK. We will incur more protection costs as a result, and it's also likely that a few sellers may leave eBay as a result of this change, so overall we don't think that we'll make any additional money from it. We simply believe it's the right thing to offer our buyers.
We're aware that some sellers are offering PayPal and then strongly discouraging their buyers from paying with it. We believe that this is contrary to the spirit of this change, and removes the buyer's choice to have purchase protection, so we'll be introducing a specific policy to ban this practice later this month. Sellers who persist in doing it can expect to be removed from the site.
PayPal seller protection has recently been significantly improved for Powersellers, who are now protected against charge-backs from unauthorised PayPal payments, and we're hoping to extend this protection to all sellers later in the year.
Sellers who offer in-person pick-up will not be protected in the frankly unlikely event of a buyer paying with PayPal, coming to collect the item and then deciding to charge back their payment afterwards. Please bear this in mind when deciding whether to list items as in-person pick-up. We are considering whether to offer sellers protection here too, but it would require some fundamental changes to our PP seller protection policies and processes, so nothing is likely to change any time soon.
We're very pleased that all buyers will now have the option of protection on everything they buy on eBay. It's one of the numerous changes that will, over time, bring more and more buyers to eBay to grow the businesses of our sellers.
