it is very normal case. PAYPAL is very slowly to resolve a problem.

Because it is not fair for Sellers. Some scammers use paypal to cheat money.
they refund when they got the items.

But PAYPAL is not serious about checking the real fact.
Many sellers lost money on it.

If Paypal didn't limit peoples accounts Paypal would have to pay for chargebacks. If Paypal are paying for chargebacks your fee's would be 30% instead of 3%.

So don't blame Paypal blame the fraudsters who use it.

No, but I'll blame PayPal for expecting to think sellers will send expensive goods for FREE when PayPal decide to keep hold of the money until the goods are received and feedback is left on eBay just so the buyer can say they haven't received it and claim both the item AND the money back. I'll blame PayPal for automatically deciding in the buyer's favour no matter what. I'll blame PayPal for ruining business thanks to their greed. I'll blame PayPal/eBay for borderline-illegally 'forcing' sellers to accept PayPal.

Take Google Checkout - yes, they have strict verification but after that you're laughing. 1.5% final value fee plus 15p? That's EXCELLENT. You can get verified with PayPal and loose sleep because you're just waiting to see what they'll do to your account next. Surely you can't deny that? If so, you're one of the lucky ones.

In the event of a chargeback it's not Paypal that sides with the buyer but the credit card issuer. What can Paypal do? Whatever merchant you use (including google checkout) you're gonna be ******* if you've sent it to a non-verified address, no signature etc...

But all other payment processors/merchant accounts I've used we've never had problems once we've given them proof. PayPal on several occasions have sided with the buyer despite this.

Paypal are the fraudsters, have a look at www.paypalsucks.com, closed my brothers account with £6k and a friends with £15k. Released after 180 days. It does say they can close you're account at any time in the t&c's whn you sign up. Think about it. They close 10 accounts per day with £10k in each, that's £100K per day they are earning interest on. It's no suprise they are owned by EBay, another company which doesn't keep many people happy!!

When I had this problem I called, don't listen to the rubbish standard answers from customer service, ask to speak to their supervisor, if they aren't helping keep asking for their supervisor until you get somewhere. Do not be frightened to be stern. I was getting told rubbish by customer service for 3 weeks, used this tact and account was opened within the hour :-)

Worth a try?

Thats the way to do it, Keep asking for their superior until you get somewhere, Or alternatively say that you will sue them (Although I would not recommend it).
