Default New on Ebay business, help!

One of my close friends is planning to sell some Chinese items directly on Ebay in USA or UK, here are his questions:

1. Can he sell the competitive Chinese items in USA and UK simultaneously ( I mean does he have to apply two accounts or just one ) ? Do different countries have different Ebays?

2. What items would be the most popular ones in your eyes? My friend is planning to sell following items online:
Human hair products ( wigs )
Tattoo products
Stage fireworks
Digital Photo Frame

3. How can he advertise and sell his items on Ebay ? Is Paypal safe enough to protect the seller's interests at all time ?

Any help would be highly appreciated !

1)Yes he can use the same account for eBay.co.uk as well as eBay.com
2) As long as the digital photo frames are unbranded he should do fine.
3) Open an eBay shop, use the right keywords, use Terapeak for research. PayPal is not safe all the time, but as long as you withdraw your money on regular intervals you should be fine.

Generally speaking most Brits on eBay.co.uk wouldnt trust a product thats on the other side of the world, so you'll have to pull something really good off to create a full on business which provides for your friend (and perhaps his business partners).

Paypal offer's literally no security for the seller, almost always rules in the buyers favor whether they are right or wrong.

One reason it's use is so popular.
