eBay;
It's asking for a proof of identity, but my landline number is in use for someone else's account, so I chose to verify by Debit (Solo) and it's not having it? Any reason why?

I think you need to use a credit card or something else other than Solo as under 18's can get these cards.

eBay probably isn't aware that even a 12 year old in other countries (for example - Latvia) can get a VISA card

You can get Visa cards in the UK from 16 from most banks... I believe some offer them at even younger age.

Not a Visa credit card, may Visa Debit Card, along with Visa Electron which is just the same as a Solo card.

yep i used a solo card to sign up with ebay when i first joined.
