Does anyone know how to make your ebay listing "On sale 22% off" ?

Here is an example listing that has this feature:
http://cgi.ebay.com/NEW-NINTENDO-WII...QQcmdZViewItem
I looked everywhere in the "Revise Listing page"
and it only allows me to change the Buy It Now price.
and not put my listing "On Sale"

I think its ebay.com listings only mate.
We cant do it in the UK.

Yes, it's Markdown Manager and it can be used in the UK as well.
