on eBay how do you make these type of auctions?

Simply select it when creating your listing:

Hi,

You can also set it to automatically accept or decline offers which saves the customer waiting for your answer. I find that offering best offer generates more interest although you will get some jokers wanting your item for virtually nothing.

Actually, last week - I submitted a Best Offer of 30 quid for a 70 quid item (retro mobile phone, brand new) just to see how low the seller will go. Guess what? The bid was accepted

lol, I really didn't even wanted to purchase it..eh, will save as a gift for a bachelors party!
