Just advise her to send to philipines its going to cost over £40 and console won't work.

Say you will only send to the registered address.

You can't just not send because you think it might be 'dodgy', imagine if you obught from Ebay on another country and they didn't want to send it because you were from England, if I got a refund through because I was 'dodgy' I'd be giving a negative straight away.

That's pretty much the same as what I was thinking, give them the choice, say that you will send it to the registered address, then they can send it on, or they can have a refund, in which case if they ask for a refund you should be able to claim ebay fees back. Though tbh, this is the exact reason why I mark all my listing as will send to UK only.

Yea you pretty much only have one option.
Refund the money VIA PP and claim the fees from eBay

You should only send it to the address on the paypal payment page and before you send it have a look to see if it says eligible for seller protection on the payment page. If it doesn't, tell them you can't send it because their address isn't verified with paypal.

I was just about to say, Ive seen loads of listings that state we will only ship to the registered address in the paypal payment page, cant you just say to them that you therefore cannot ship to another address, let alone another one in a different country.

Did you state on your auction that you would only send to UK, or did you offer it worldwide? If only UK then you can say that you would like to refund as you only send to the UK. Other than that, the previous advice given here should be taken. Try and get more information, make sure they are verified with paypal and tell them you can only send to the verified address.
