Welcome Changes to eBay Feedback Process
I quote eBay :
eBay's feedback system is a powerful way for perfect strangers to have the confidence and trust to trade with each other on eBay. Like other areas of the eBay marketplace, the feedback system has continually evolved to keep up with the changing needs of the Community.
Yesterday, at eBay Live! 2005, Bill Cobb, President of eBay North America, announced a number of changes we will be making to the feedback system later this year. We wanted to let you know what these changes are and also assure you that they will also be coming to eBay.co.uk and eBay.ie in due course.
These changes include:
1. Neutralising feedback left by members who don't participate in issue resolution processes. We believe that members unwilling to participate in processes designed to help resolve issues, such as the Unpaid Item process or the Item Not Received process, shouldn't be able to impact another member's reputation. After this change is implemented, if a member leaves feedback for a transaction and does not participate in these processes, eBay will neutralise their feedback. This means the rating (whether positive or negative) will not affect the recipient's feedback score. While the feedback comment itself will remain, it will include an administrative note from eBay indicating that the feedback doesn't count towards the member's total score.
2. Removing feedback from users who are indefinitely suspended within 90 days of registration. We believe that members who are indefinitely suspended within 90 days of registering on eBay were never truly members of the Community, and so their feedback comments and ratings should not count. We will automatically remove feedback (positive, neutral, and negative) left by such users.
3. Requiring new members to complete a tutorial before leaving neutral or negative feedback. This change will require all new users (members with a feedback score of less than 10) to complete a short tutorial before leaving neutral or negative feedback. We hope that the tutorial will educate new members about the feedback system as well as ensure that they are aware of the various communication tools available to them prior to leaving feedback for their trading partner.
About time they got this area sorted...

I must agree.....
I must say I completely agree with the changes made to the ebay feedback policy:
There have been occasions where some people whether they are rival companies or just plain idiots setting up new accounts that purchase items and never pay, but still destroy your feedback reputation by leaving negative/neutral feedback.
Requiring new members to do the tutorial before leaving negative feedback should also help as the amount of people that leave neutral or negative feedback without even emailing to let sellers know that there is a problem with the purchase suggests they are some very in-experienced ebayers around.
I am speaking from my own experiences and others I know that have businesses on ebay.

This is a fair point but you have to remember that you are never going to get such exposure anywhere else. I don't mind paying paypal fees so much because at the end of the day if you are a business you have to pay for receiving cheques and bank transfers anyway so in comparison paypal is quite cheap. Also take into the fact that it is instant and convenient to use. Ebay fees are quite high considering how much sells on ebay, it is not hard to see that ebay is a highly profitable business and could probably loosen the fees a little but at the end of the day people are going to keep coming back because the sales percentages are so high.
I completely understand your frustration though,

I have to say I am glad that eBay are finally getting this area sorted - the amount of newbies that haven't got a clue what they are doing is beyond belief. After working hard to keep a 100% feedback, it only takes one idiot to destroy this.
Don't know what anyone else feels, but I think that eBay should introduce a system whereby the seller has to give their feedback of a buyer before the buyer leaves theirs. I know that eBay state this should be the case, but it quite often doesn't happen, and some sellers wait to see what feedback they get before leaving it for the buyer. Surely if you have nothing to hide, why do these sellers feel the need to wait for the feedback they have been given? In all honesty, it opens the door to some sellers being able to use bullying tactics in order to have the negative feedback mutually withdrawn.
I personally, always leave feedback straight after the buyer has paid / or in some cases, if the buyer hasn't paid within the timeframe allowed. It is then down to me to make sure that buyer is happy with the product I sell them, so that they give me positive feedback because I deserve it, not because they fear they will get a neg feedback of they don't.
It would also be good if eBay managed to prevent sellers leaving unjust negative feedback, purely because they got negative for poor service. However, I doubt this will ever happen, but at least eBay have made some effort in trying to sort out this problem.

Your post seems a little geared against sellers,
Being a powerseller on ebay myself our feedback is automated so that when a buyer leaves feedback it is automatically left for them back. Thus the occurrence of a buyer never getting feedback never happens.
With regard to sellers leaving feedback second, we do it simply to judge to see if the transaction is complete or not. We feel that the buyer should have the final say and confirm the transaction is complete by feedback.
I may be slightly bias of course but that is the way we work and it seems to have worked well over the years. (4000 odd positive feedback and only 2 negatives but still a 100% record speaks for itself)
Other people have their opinions as always of course which I fully accept!

I have nothing against sellers, I am eagerly awaiting becoming a powerseller myself - only been trading on eBay for just over 3 months.
However, I have also bought many items too, and when I first joined, I remembered that buying and selling on eBay was based on trust - and therefore eBay themselves stated that sellers should give feedback based on the transaction they have experienced with the buyer.
In my many purchases, I have noticed that the companies who seem to give the better customer services are those that leave feedback for the buyer before receiving feedback. In my quest to become a powerseller, I am also wanting everyone to know that my customer services are of the highest standard. I have also experienced those that leave unjust negative feedback because the buyer has left neg feedback for good reason.
I understand your point that by your system automatically leaving feedback once it has been left by the buyer though - as you therefore know that the transaction has been completed. However, if you had already left them feedback it should make them automatically leave feedback for you too - which would also confirm that the transaction has been completed.
Theres no denying that the majority of sellers are good and honest people, but there are some that have slipped through the net which do affect how others will perceive other sellers.
Believe me, I am not trying to have a go at sellers on eBay, but it would be nice if there was a way that the few individuals could be prevented from giving the majority a bad name.
I don't mean to offend anyone in my previous comment - may be I am just cyinical from my experiences with some eBay sellers.

Impossible to manage and deliver in a manner which allows for the trust principle of the feedback process.

Not everyone actually leaves feedback, I always leave FB after payment but have nearly 100 outstanding feedbacks in return.

A small price to pay for the sheer volume of buyers that the ebay marketplace can deliver. Pro rata that volume to match that number of customers without using ebay and the fees involved would be a lot higher.
Also remember ebay is a business, its intention is to make money...period.
