That is correct. The grey bars given to you were reputation given to you by a member with no reputation to give. This could be a member with no current reputation value or a member with a negative value.

Now if these people become reputable (according to their bars) in the future, will their past given positive rep points then count?

I quite honestly couldn't tell you.. If I was to take an educated guess I would say no!
