When you get 10 post's you can PM and i see you i have 12 it can take up to 2 hours untill it start's working.

Stops anyone coming to the site to advertise their products by PMing everyone. Unless they pay for the privelege of course which is extremely fair IMHO

As you both now have above 10, you should be able to use the messaging system. If that is not the case, do let me know.
