Default Harmonized Tariff Question for US imports

Hello everyone,

I've been browsing these forums for the last month or so but haven't made any posts yet. I've found this to be a great community with tons of helpful information from people in the know.

I have a question about column 2 of the Tariff Schedule: what's it for? I couldn't find anything in the document or the Trade Commission Website. I've imported items without any charges when they were listed as "Free" in column 1 (under general), even if they had a % in column 2.

The section in question has been highlighted in red.

Any help would be greatly appreciated. Thanks!
