Vat?
Hey guys... what the heck is VAT?
I live in USA... do I need to worry about it from European suppliers?

VAT = Value added tax. I'm pretty sure you will need to worry about it.

If the supplier is VAT registered, he won't charge VAT upon export from the EU.

Wrong and wrong.
Think of it as GST, as you are outside of the EU you will not be charged it if you buy from either a VAT registered or non VAT registered company. As long as they are exported to the States.
Don't forget though that you may be liable for import duties etc when they come into the USA.

That's what I said?
If it's for export for outside the EU, you won't be charged VAT.

You stated VAT registered whereas DSC corrected it to cover registered and non-registered...

Well I wasn't wrong then!
How do non-VAT registered claim back VAT upon export?

It's impossible for non-VAT registered to claim back VAT upon export outside the EU?
So in fact I was right!
