Default VAT on Shipping Charges

This is VAT so I hope it's in the right place.

The business charges shipping costs and is VAT registered. Whilst Royal Mail does not charge VAT, should the business treat the shipping charge it levies as a taxable supply, if so is it exempt or payable?

Are shipping charges levied by other carriers subject to VAT?

Royal Mail is not subject to VAT other services are.
