All countries have different rates of tax tobacco for examples 71% duty and vatin the UK. Belgium no tax on tobacco products or just vat which is low making it cost £3 compared to £11.50 in UK.

All countrues have different rates no matter the product

All countries have not only different rates, but different rates depending on what country the goods are coming from.

The US may have one rate for EU countries, another for different treaty countries with whom it has different deals. Even there the rates may change.

You are really asking too simple a question to get a good answer.

You should go to the customs website for each country, or I've found the US Postal Service site good, as well. But it's going to apply to just the US.

Import duty is calculated on the type of goods, their value and their country of origin.

For importing to the EU, check this: http://ec.europa.eu/taxation_customs/dds/tarhome_en.htm

That incorrect it does depend on the country of origin due to trade restrictions/ disputes etc.

Really useful tool that D M has linked to, well worth anyone who has questions about duty taking a while to look at.
