Import Duty for Polyester Trousers from HK

Hi, my clinet in UK wants to know the import duty of mens trousers made in HK, can anyone help to answer the question? Also, is it complicated to import small quantity of cargo like 10 pairs. and how to pay VAT if they intend to resell them.
