I own a small business in France and I would like to sell sportswear like Nike, Reebok ...
Do I need an explicit agreement from these brands to sell them in France or buying authentic goods from well known wholesalers is suffisent?

It varies from brand to brand, country to country. You would be advised to ask the brand owner directly, different brands have different distribution channels.
