Yes VAT on the goods and the shipping and possibly import duty at the appropriate level.
I am assuming, of course, that as this is a wholesale forum you are intending to sell the goods for a profit, They are not samples and that they are legal.
If they are not legal there is a chance you will not have to pay any taxes or duties......
in this case you will not receive the goods but you may receive a visit from C&E and or Trading standards, a fine, a custodial sentence or a combination of any of the above
Hope this helps

What are you trying to do? Scare the poor guy to death.

Chances are if it's ems you won't have to pay any. If they are fakes they could be seized and destroyed. And that will normally be the last you hear of it, unless you keep trying to import more fakes in which cas they will come after you.

now that information changes the complexion of the original question. I not sure about this area but if you ring your local vat office and ask if there is any vat or duty to pay on educational information [in book form] imported from china they will give you the lowdown. Talk to them... they dont bite. Unless your trying to bring fakes, copies or illegal items in.
I apologise for my original response, but the original question was so ambiguous I tried to cover all the angles. Even with EMS, usually, a form is completed by the sender to state what the contents of the package are and what the purpose is ie gift samples etc. it usually depends on the information on the form as to whether or not tax and duties are payable.

I think there is no VAT on educational materials or it's only 5%.
