i have question , do i have to pay vat if i am importing goods from country which belong to eu?

No. You pay VAT on the purchase price at the time of purchase (if they are VAT registered). It's the same as buying from the UK.

If you are not VAT registered, you will pay the Polish VAT and nothing in the UK.

If you are VAT registered and you supply the reg number to a VAT registered supplier in Poland, they could supply you ex VAT, and no VAT is payable in the UK, again!
