I think he means if he's setting up a new account each week then he will be loosing the data he had in the other accounts, so he wouldn't be able to spot trends in keywords and days etc.
Just so you know, the vouchers are free of charge, but they are very hard to get hold of a large amount. Google give these vouchers out to companies who look after many campaigns. So, for example, if I was to look after my website, and 3 other peoples websites under 1 adwords username, you get given vouchers so that you can promote it to other people. They give "x" amount out for every 1000 £/$ you spend. It's something along those lines anyway.
These vouchers are definately worth buying if you are just starting with adwords. So I think your right to be advertising them on here, but I know google are clamping down on people setting up more than one account, and you can actually get blacklisted from their search engine if you break the T&C's.
The Adwords section of google is great. In the past month, I've spent some where around £1000 on the adwords campaign, but they definately boost traffic to your site and get traffic to a website fast.
I bought a £25 voucher off eBay when I first used adwords for about £7.00. They work great, and although you can only use 1 per account, atleast you can see what kind of response your getting.
At the end of the day, I suppose your not really costing anyone a fortune, and if they want to try it out they can. It really is worth a shot though
