Call PayPal on 08707 307 191 and choose Option 1 then Option 4 you will speak to a human, if you get no joy with the helpdesk ask for a manager and mention you are going to persue it through the police/courts if you get no satisfactory solution.

just a wee update

eventually got through to paypal and spoke to a human and then was passed onto another one at dispute resolution.
had a couple of questions for him after reading some of the threads in the ebay community forum concerning sale of cars (worth a read).

(1) can you confirm for me that 'significantly not as described' disputes do not apply to sales of cars

big long silence and put on hold came back and confirmed it then told me the file had been passed to a supervisor as it appeared a dispute had been allowed to be opened for something not covered in paypal terms and conditions.

(2) question number one being correct why have i had money frozen and how do you expect me to make any form of refund when you have left me with a negative balance and wont allow me to make payments.even if i wanted to

didnt have an answer for that other than his supervisor would either phone (aye right ) or email the result of his enquiries

so for your info it appears cars are not covered by buyers or sellers protection so mind how you go

no contact from them so i tried for over an hour to get in touch eventually got through to the resolution centre to be told the matter is with accounts for a determination this can apparently take 2-3 days there is no contact phone number for that dept and they only reply by email

do NOT give a private refund! he will only deny he received it and you will be out of pocket! always issue refunds they way they were paid in the 1st place. Ring the DVLA (if you are from UK) and ask them who the car is registered to : if he's changed it to him, that's proof he's accepted the item (car) and you should win any complaints process.

hi
the same happened to me and sorry to say your in trouble paypal dont give a damm about the seller as i had to fight for what i belive was right and it takes a couple of months to win ,what they will do is suspend the money till they feel it is the right time to tell the other person who you sold the car to ,to return it to you but that does not help you as they have your car free for the next two months till they return it if they do but on the good side of it paypal will give your money back if they do not hear from the person who you had sold it to in short it is a waiting game
