What Paypal are telling you, using the misleading term echeque, is that they have received an instruction from a third party to pay you. They will comply when they have funds in that third party's Paypal account to do so. In order to get that money, they will make a direct debit request to your customer's bank for whatever amount is needed.
You can only draw or pay from cleared funds using your Paypal account. So if you need this transaction to complete in order to provide that, then you can not yet make payments via Paypal.
By echeque, I think they mean electronic cheque. It means what I've said above. Perhaps they should have called it a Peecheque, for Paypal (taking the P) ee.

Any idea how long it will take to clear?
Is it the 7-9 days they say for an echeque or otherwise?

I don't know Paypal's policies or practices. However, that money should be in that customer's Paypal account within three to five working days. If there's a weekend in between, I would guess it could take that long without them taking the pee.

Basically if the sender chooses or automatically sets by default where the funds will originate from.
In this instance she used eCheque which would mean she manually selected it, there were insufficient funds in her account or there is no credit card of file.
That is all history.
You will not get paid for another 5 - 7 WORKING days or possibly longer (the funds will not be available to withdraw from your account until it clears). The payment could even fail in the meantime (insufficient funds in her bank account) and the payment will not even clear/hit your account.
If you are robbing peter to pay paul (using the money to fund your purchase) you are stuffed
Basically there is nothing you can do until the payment clears in 5 - 7 WORKING days.

Once the funds are cleared and in my paypal account can I pay using them for a paypal purchase or can I only pay direct from my bank account?
Also shes sure she didn't select echeque

So do you just select 'use funds from paypal balance' when reviewing your payment?

Once they release the funds they will send you a notification. At that point it's just a larger total in your regular PP account.
They simply put everything on hold until they actually get paid by your customer's bank. Then they put the money in your PP account, just as they would any other.

eCheques normally talk 7 to 10 days to clear. Be sure not to send out the item before the funds have cleared.
