I have PayPal subscriptions from all around the world.
I have an idea it may relate to the subscriber allowing a continuing use of a backup credit card. I did have one UK subscriber who "disconnected" from his backup and I got a "cancelled subscription" notice. When I contacted him he told me what he had done with the card, but he did not mean to cancel the subscription.
All of my hosting is on a subscription basis, even the annual is a recurring annual payment. I've got at clients in at least half a dozen countries outside the US and it's only the one I mentioned that is not on a current subscription.
So, I'd say it's more the status of the "backup account" than it is anything else.
