there's no such a thing as "PayPal mass payment account".

Mass Payment is just a form of payment, with a fixed fee, anyone can make with a business account.

Not true, Mass payment trough paypal isnt available in Belgium.
Dont know about Germany, you should contact paypal...

In Belgium you cant add money from your banc into your paypal account.
You will only be able to pay with paypal if you connect a visa (eurocard/mastercard) to your paypal account. So you wont be able to use mass payment...
(thats what paypal told me)
But I just saw this isnt the case for Germany.

I also can't add money from my Bank account

BUT

I can make a mass payment using fund from PayPal balance.

So...

German isn't good but have you tried looking for "Sammelzahlung" (Mass pay in German I think) on PayPal.de? You might find the page you need.

Well I thought the same thing Andy, so I asked this to paypal.
They simply answered : No mass payment available!
