can paypal refund someone without permission of the account holder?

customer paid and i was going to send the stuff out today and realised that he's been refunded. im the only one with the password and i know i never gave a refund.

i thought the person might have said to his credit card company to get the money back but he said he has no reason to which is correct.

just confused, why would paypal just give him a refund? has this happened to anyone before?

The customer used fraudulent funds hence paypayl reversing it from you ?
