Same scenario.... you wanted to set up a line in one of 3 imaginary countries and the overheads per year are....
A $1,000,000
B $2,000,000
C $5,000,000
Which would you select...

One possible answer is isolation.... ban all imports.... which would mean others would exclude you in the same way so you couldn't export either.... that would mean you would have to produce ALL your needs from within the country from your own natural resources... not even the muppets in westminster would go along with that idea.
Or go to war with the country that has something you are scared to lose control of... but see... thats been tried... with the help of the muppets in westminster.... not a popular option really.
