You can either hire an expert BP writer or buy an off the shelf package.

I personally don't use them as such (a detailed 12/24/36 month P&L Spreadsheet is good enough for my own satisfaction) but then again I personally have never or agree with borrowing money BP can say whatever you want them to say so I rarely see the point in them. However I appreciate banks and investors require them.

Alternatively there are free samples on the net to download which will give you an idea if you want to do it yourself.

Depending how much you want to borrow should dictate on how much you spend.

Look on the Business Link web site, too. It's something they certainly should be offering help with, but I believe they vary from region to region.

Check out BPlans.com, I've used them in the past. They offer some free templates and provide advice on writing good plans.

I wouldn't recommend paying for a business plan to be created or indeed a template to help you. It's your business, you just need the knowledge to shape your enthusiasm into a feasible plan.

Good luck!

you can also get the BP for dummies book, which if you have absolutely no experience is a great resource

Just remember when going to your bank, they aren't really interested in the plan but the cash flow. Make sure you show the monthly bank balance at the bottom of your cash flow. Also the bank might want your house or some sort of a deposit to guarantee any amount that you borrow. If this is an issue you can always apply for a DTI guarantee loan all banks do them. The DTI will Guarantee 80% of the loan of upto £100,00.00 for a new business and £250,000.00 for an existing business. Hope this helps

I heard a very interesting roundtable discussion at a seminar. It was a group of bankers and venture capital guys. Here is the general feelings of the group -

They'd rather have some figures on a napkin or the back of an envelope than an obviously paid for or template type plan. They are more concerned with you and your commitment to your own business than they are to any figures on paper.

Major factor - what is YOUR commitment? Are you extending your personal credit? Have you mortgaged your home? Have you hocked your first born? Do you have the faith in your ideas to risk the financial well-being of your family?

Or, do you want them to finance your dream, while you do all you can to protect your personal assets?

That's what they are looking at.
