Anyone Used Beltal.com Before?

I noticed beltal.com for a long time but never used them before and kept watching:

The prices are so good and they have Escrow service,anyone used beltal before? Is it safe to pay by paypal to them?

I'm just not very sure whether new buyer can get the discount like Beltal's Gold,silver and bronze buyers. Any Gold or Silver buyers of them can tell me?does their discount apply to all their products? it seem thousands of producrts.If I buy some items from beltal ,is it safe to pay by paypal or not?
