I don't have access to the material but I have a business idea that a certain item of clothing could make me money.

Has anyone approached manufacturers before? What is the limited number of items they would make ? say £10 a head

I think you mean "minimum" not "limited".

Top fashion designers sometimes sell under a dozen "exclusive" garments of one type so I suspect the minimum is determined by how much you want to pay.

The main cost lies in setting up the machines for a production run. So if your garments are made by hand, there should be no minimum restriction. But the individual cost will go down if you order a larger quantity. You might also negotiate a retrospective discount.
