But to answer your question, I am 90% sure they arn't waiting for larger orders. Reason being is because they have a cap on how many units one customer can purchase. I think the limit is around 30 units, and the more units you order the higher the price ( yea I know that sounds odd). They told me the reason they do this is to try and stop the broker deals, as they do NOT want to deal with brokers. This is why I delt with them in the first place, as it was different then your usual " looking for customers to purchase 1000 units @290." They also do verfication ( ID etc) to make sure you don't try and create multiple accounts and purchase at lower quantities for lower prices.
Here is a little bit more info.
So far from what I can see they only sell premium systems along with other microsoft products ( windows XP etc, but there is a like a $5 profit margin).The companies prices also depend on the stock. More stock lower prices, less stock higher prices. They say they sell units for up to $40 under retail, but I paid around $15-20 ( first order I guess).
