New user question

Hi folks, new user.

I have some items I want to dispose off and did place a ost earlier, however it seems to have vanished. Do I need a certain amount of posts before placing ads or do I have to buy a subscription ? I have looked in the rules but unless I have missed something can't find out, any help appreciated.
