It's a disclaimer, in the same way that it is with Spy pens. YOU choose whether to apply it, however if you don't and are found out, you're in the wrong.

yes hence the price for 1. They are unlocked so any sim card will so, simply make sure vocie mail is switched off, insert and leave.

But on your title it says "comes with sim card". What sim card does it come with?
